Dawn Poulson Whelan

Dawn has more than 22 years’ experience across the NHS and wider public sector, with a career spanning strategic leadership, governance, commissioning, education, patient experience, organisational development and complex partnership working. She has worked at local, regional and national level and has particular expertise in organisational culture, workforce experience and the way policy and leadership decisions translate into practice.

Her experience includes independent chairing of formal panel hearings, work within complex Nationally Significant Infrastructure Projects, strategic programme delivery, stakeholder engagement and cross-organisational partnership working. She is also experienced in qualitative research, organisational review and evaluation, bringing together evidence from staff, leaders, policy and organisational systems to support informed decision-making and improvement.

Dawn founded the National Ambulance Disability Network and served as its National Chair from 2019 to 2026, working across UK ambulance services and with national partners on workforce research, policy, guidance and organisational improvement. In 2026 she received the AACE Leadership Award in recognition of her national contribution to leadership and disability inclusion across UK ambulance services.

She is currently completing a Professional Doctorate at Edge Hill University, researching the relationship between organisational culture, leadership, policy and the experiences of disabled employees within UK ambulance services. Dawn is also an EMCC Accredited Coach, a Fellow of the Society for Education and Training and an Honorary Companion of the College of Paramedics.

Through Danann Consultancy Ltd, Dawn provides independent consultancy, research and advisory support in organisational culture, governance, leadership, workforce experience, complex organisational review and strategic partnership working.
